The year-on-year line shows how much prices changed compared with the same month last year. It reacts quickly, so one unusual month (a fuel spike, a festival, a shortage) can make it jump around. The 12-month moving average smooths those swings out by blending the past year of readings together, so it moves more slowly but shows the underlying trend more reliably. Use year-on-year when you want the most current picture, such as checking this month's cost of living or negotiating a short-term price. Use the moving average when planning further ahead, such as setting a year-long contract, a wage adjustment or a savings target, since it is less likely to be thrown off by one unusual month.
The Consumer Price Index (CPI) is a single number that tracks the average cost of a fixed "basket" of everyday goods and services (food, housing, transport, utilities and more) bought by a typical household. It isn't a price in dollars or riel; it's an index that rises and falls as those costs change, so comparing the CPI between two dates shows how much more or less it costs to buy the same things. A rise in the CPI over time is what we call inflation.
